Handle blog notification jobs with no recipients

Sam Sehnert requested to merge hotfix/blog_notifications_handle_no_recipients into master

Blog notification jobs for articles with no subscribers no longer cause notification queue jobs to fail. Also comment notifications with no recipients won't cause job failures either.
